Multinational Collaboration in Exercise “Bull Shark”
In May 2025, Djibouti hosted a significant multinational military exercise known as Bull Shark, led by the Combined Joint Task Force – Horn of Africa (CJTF-HOA). This biannual event brought together forces from the United States, Djibouti, France, Spain, and Japan, aiming to enhance regional security through improved interoperability and joint operational readiness.
Exercise Overview
Bull Shark focused on simulating complex personnel recovery scenarios across land, sea, and air domains. The exercise tested the coordination and communication capabilities of participating nations, emphasizing the importance of seamless collaboration in crisis response situations.
Key Activities and Participation
- Maritime Operations: The Djiboutian Coast Guard conducted maritime extractions, demonstrating proficiency in rescue operations. European Union naval forces executed hoist operations using a Spanish SH-60R Sea Hawk helicopter. U.S. Marine Corps MV-22B Ospreys facilitated rapid deployment and evacuation tasks. Pararescuemen from the 82nd Expeditionary Rescue Squadron provided critical medical support during simulated casualty scenarios.
- Land-Based Scenarios: Joint teams, including CJTF-HOA's Task Force Associator, the Djiboutian Armed Forces' Rapid Intervention Battalion, and Spanish forces, engaged in simulated land rescues involving beach landings and aircraft crash sites. These scenarios tested the teams' abilities to evaluate casualties and execute extractions under challenging conditions.
Strategic Significance
Exercise Bull Shark served as a platform to reinforce the commitment of participating nations to collective security and cooperation in East Africa. By fostering interoperability and mutual understanding, the exercise contributed to a more robust and coordinated approach to regional security challenges. Such initiatives are vital in addressing transnational threats and ensuring stability in the Horn of Africa.
