Potential Targets and Anti-Terrorist Operations
Islamic State supporters have identified a list of potential targets for 2025, including:
- Amsterdam Dance Event
- Cannes Film Festival
- Glastonbury Festival (United Kingdom)
- Grand Ole Opry's 100th anniversary (Nashville)
- 100th anniversary of the pony swimming event in Chincoteague, Virginia
- Vienna ball season (Austria)
- Oktoberfest (Germany)
- St. Patrick's Day (Ireland)
- San Fermin Festival (Pamplona)
- Venice Carnival (Italy)
Additionally, in Ivory Coast, a major anti-terrorist operation dismantled a terrorist network linked to a significant extremist organization in Abidjan. On July 28, 2024, six foreign individuals were arrested. These suspects were allegedly planning to infiltrate Europe and were part of a broader network extending to another region, including Madagascar. The operation was facilitated through international cooperation with intelligence services from other countries. This incident reveals a new form of threat for the region, as it marks the first time suspects from the Middle East have been reported in Ivory Coast.

Benin: Northern Attacks, Fuel Pressure, and Regional Security Cooperation Define the Incoming Government’s Stability Challenge
Benin is entering a more difficult security and economic phase. The March attacks in Alibori and Atacora confirm that JNIM remains capable of striking Beninese military positions, seizing equipment, and operating across border areas linked to Niger, Burkina Faso, and Nigeria.
Mali: Humanitarian Flight Suspension and Expanding Extremist Pressure Signal a Deteriorating National Security Environment
Mali’s security environment is no longer defined by isolated insurgent pressure in the north and centre. The pattern now points to a wider national threat picture: JNIM continues to shape conditions in central and northern Mali while pushing deeper into the south and west; ISSP remains active in Gao and Ménaka; northern armed groups retain the ability to challenge Malian military positions; and humanitarian access is increasingly vulnerable to state-imposed restrictions as well as armed-group pressure.
